The LCLUC Program was initially designed by Dr Bob Hariss and Dr Anthony Janetos to be a cross cutting theme with NASA ESE. Aspects of Land Cover and Land Use can be found throughout the ESE Program with an emphasis on the program element under which they are funded e.g. hydrology and ecology and biogeochemistry. LCLUC related research can also be found in the ESE interdisciplinary studies (IDS), the Applications Commercialization and Education (ACE) program and in various data initiatives such as the Pathfinders and ESIPS. A major challenge for the program management is to pull together the various LCLUC activities in a way that minimizes duplication and allows the science community to understand the LCLUC science results that are being generated in different parts of the program.
The LCLUC Program has a special place in ESE in developing interdisciplinary science with s high level of societal relevance. LCLUC is developing a partnership with the Applications Program to apply the scientific findings to address natural resource management questions. Similarly there continues to be a close partnership between LCLUC and the Ecology and Biogeochemistry Program.
At the interagency level and as part of USGCRP, LCLUC is contributing directly to the US Carbon and Water initiatives. LCLUC is already addressing questions being raised by the new initiative on Vunerability. Partnerships have been developed with other agencies such as USAID and scientists from the USFS and USGS are funded by the LCLUC program. The program management is interested in strengthening interagency collaboration to further our understanding of land cover and land use change.
At the international level the LCLUC program is aligned with the goals of the IGBP/IHDP Land Use and Cover Change (LUCC) Program and a number of participants in that program are funded through LCLUC. Recently the LCLUC program has embraced the Committee on Earth Observation Satellites (CEOS) - Global Observation of Forest Cover (GOFC) initiative which is an operational pilot project to demonstrate the implementation of an Integrated Global Observing Strategy within the context of the Carbon Theme for the IGOS Partners. GOFC falls under the Global Terrestrial Observing System (GTOS).
